Is there any way to import and export distribution list that are in the contacts folder?

no, it is not possible to import and export distribution list using OutlookConnect.

Do you have any third parties way of doing it. I purchased the Multi User Business and that feature is very important to us

Distribution list has different structure then contact, it is impossible for us to store
distribution list in your "Contact" table.
I don't know any third parties solution for sync. of distribution lists.
